The development of these areas does not provide us a sense of identity or consciousness—two requirements for the formation of episodic and semantic memory. These two late developing forms of memory don’t come online until the appearance of that part of the brain that distinguishes us from every other creature on earth—our frontal lobes.

Decision-making, intentional action, language, and memory (episodic and semantic) evolve in line with the development of the frontal lobes, which continue to mature well into our twenties and thirties.

All of these brain areas perform a kind of a cappella performance with episodic and semantic memory mutually influencing each other.

Think of memory as evolving in tandem with brain maturation: starting from the simplest (implicit and procedural) to the most sophisticated (episodic and semantic). The a cappella performance can’t be rushed and doesn’t reach its full fruition until two to five years of age, but once established lasts a lifetime.
